Attending seminars (e.g. at universities) in the general
field and making himself known afterwards is one way
forward. These are usually open to anyone with an interest
in the topic.

For publishing he could put his work up on bioRvix - a
preprint server. It's free, and may attract comments (not
always, of course). I believe you're able to put up what are
essentially advanced drafts, and modify them based on
feedback.
