Hi Chris,
We haven't fined anyone for decades.    We just invoice them for the replacement price after about 6 weeks.   We email 3 days before an item is due and then a couple of emailed overdue reminders before the bill.   The gain in customer relations outweighs the small amount of money we'd collect.
