There is a list of journals publishing Scholarly Comms literature on the Cambridge website: http://osc.cam.ac.uk/about-scholarly-communication/publishing-options-research-scholarly-communication

The Data Science Journal or the International Journal of Digital Curation would probably be best for RDM practice papers.
