Dear friends and colleagues,

The South Asia Disaster Report 2016 (SADR) is available on line at http://www.duryognivaran.org/. The theme is disaster recovery. There is substantive synthesis of the experience of Nepal, India, Pakistan, Bangladesh and Sri Lanka as well as an essay on regional experience with and the challenge of cultural heritage. In the Introduction and Conclusions some of us tried to link this report to earlier SADRs that studied the link between disaster creation and business-as-usual, neo-liberal growth. Despite the understandable leveling effect of co-authorship and consensus-building, the report pushes beyond the lazy rhetorical appeal to "build back better" and points out the continuing failure to allow women a leadership role in recovery and to focus on livelihood, income and employment during recovery. Gaps in risk governance are identified. However, on the positive side, many good practices are documented.
