The suggestion met with a positive response but a difficulty in identifying someone to carry it forward. Worth raising with Quinton/Exec again to see if it might be progressed – even though the shifting sands are recognised as a bit of a contextual problem? I raised a query and was met with a barrage of different views - I have since done some casual investigation into the different conditions used across authorities and it varies enormously. On a side note - our Planning Enforcement team did some training internally some time ago now about improving conditions to make them more enforceable; we changed archaeology conditions accordingly to include, among other things, time constraints on things like WSI submission and notice in advance of fieldwork commencing. However, a subsequent regime change here has moved away from that, and we are now encouraged to use the Planning Inspectorate model conditions. I have raised concerns about those here - on a number of issues - but mainly about the process of discharging conditions, at what stage, use of part-discharge etc etc. Again, a lot of variation across the country I think. It strikes me as the kind of thing someone at some stage must have reviewed, varying practices across LPA's? Currently, the Historic England GP2 has an ‘example’ condition (CLG no longer approves of the term ‘model’) which is I think is useful.
