You should look at the work of EnRiCH project at U. Ottawa for disaster, disability and some touches on climate change.  Not a perfect match with middle/low income country, but still good overlap.

Subject: Information on resilience building initiatives for persons with disabilities, in the context of climate change adaptation and DRR

I am looking for this information for a DFID-supported research project.  We are only interested in experiences from middle- and lower-income countries.

Our formal literature search has identified very little that is relevant (not a surprise), so we are widening our scope by asking for grey/unpublished documentation.

Please tell us about – and preferably send us – anything you know of that might be relevant.
