Could anyone advise which is the best survey tool to use if you require a tool that allows random selection of items from an item bank - without breaking the bank!

I have been using BOS but believe that it doesn't have this functionality. I thought LimeSurveys would do it, but believe I would need to pay for their hosting.

Any help much appreciated.
