Looks like a classic child's pusher spoon to me that you often get as part of a spoon and pusher set for christening gifts.J

I have a collection of spoons that I use for various museum-y purposes: wooden spoons, metal spoons, tea spoons, plastic spoons, diet spoons, musical spoons …
Any comments or info re: attached image would be appreciated. It’s EPNS Sheffield silver, not posh, and looks to have been modified post production. General comment is ‘It’s a pushy spoon, for pushing things…’
But what?
Have had some comments that it may be drug paraphernalia, in which case I may leave it out of certain workshops…
