House of Commons Library briefings are primarily aimed at MPs and their support staff. To give a specific example how the briefing could be used, there is an ongoing inquiry into immigration at the Home Affairs Select Committee. Even though the inquiry’s terms of reference do not cover the issue of language proficiency, some written evidence has mentioned the importance of ESOL classes. If it turned out to be an important theme, the Committee might use the briefing to gain some background knowledge on the topic. Similarly, the briefing could be used by the devolved administrations. For instance, the Equality, Local Government and Communities Committee at the National Assembly of Wales is currently undertaking an inquiry into refugees and asylum seekers in Wales, during which the Committee heard some evidence about ESOL provision. Had the House of Commons Library briefing been available at the time, it would have been useful as a comparison between England and Wales. I hope that helps.

Thanks for this Judy - this might be a silly question but reading the blurb/intro etc I am unclear as to what/who this report has been written for. I guess I am not sure who is being 'briefed' by this briefing paper. Can anyone shed light? Mel.

This briefing provides information on English for Speakers of Other Languages (ESOL) for learners aged 19 and over in England, including current current provision and funding, past funding changes, and recent reports. It also provides information on the Government's community-based English language programmes.

 

There is a link to the full report which makes interesting reading - it refers to recent reports on ESOL, including NATECLA's 'Towards and ESOL Strategy' document.
