I have £3,000 of internal funding to pay for a Research Assistant to conduct a literature review (18 days of PDRA time at 4.2 grade, January-March 2017). The RA will gather both academic and grey literature to write 5,000 words on: 1. The ability of governments to acquire knowledge on sustainability issues for decision-making; 2. The ability of governments to assimilate such knowledge within their organisational structures, transform it to modify their policy making processes, and apply it to gain competitiveness and meet sustainable development objectives. 3. Tangible data on the process of change management, as well as explanatory value for why change has occurred differently under different contexts. This funding will be used to conduct a literature review on the experiences of developing countries in using evidence from sustainable tourism data/indicators in order to take policy decisions. Our research scope so far has been the European Sustainable Tourism Indicators (ETIS), a Europe-wide system to inform tourism planning, developed by Prof. Miller (Surrey) for the European Commission. The proposed literature review will contribute to broadening such scope to consider the potential for researchers to support policy-makers with appropriate evidence to take Overseas Development Aid informed developmental decisions in development countries. We will aim to critically understand how the interface between research, policy making and implementation is politically-contested, and what implications this has in the feasibility of adapting ETIS in developing countries. This literature review will contribute to our plans to conduct a realistic evaluation of the ability of governments to take evidence-based policy decisions in sustainable tourism through the concept of absorptive capacity.
