The earliest that I can track back the UMIST PG Cert in Academic Practice is to 1997, though we were eventually accredited by ILT rather than SEDA.  At that time there were one or two places that had PG Certs in FE onto which they tagged some HE and a small number of places that had MAs in Teaching in Learning, so the answer might not be quite as clear cut as the question!
