One note is that, to a large degree, disaster research aims to avoid the term "natural disaster". Disaster risk emerges from a combination of hazard and vulnerability. Hazards can be based in the environment, but as for most floods and droughts, there tends to be a human element influencing the environmental hazards. Vulnerability is entirely human-caused. As such, disasters do not emerge from nature, but from human actions, decisions, values, and behaviours, so few disasters are truly "natural".
