The paper was first published in 2015 in the Royal Statistical Society's Series A Journal (Volume 178:2) and is free to access.
Peter Levell is an economics researcher at the Institute for Fiscal Studies (IFS) and a part-time PhD student at University College London.

An open discussion will follow the presentation by Peter Levell and will be chaired by Paul Smith. Our discussant, Andrew Baldwin, an expert in official prices indices will bring an international perspective to the discussion in which everyone is encouraged to take part.
