Hello Katherine,
I'd be hoping the student is using JAWS and that VLE navigation was included in their training from the likes of Sight & Sound. If not, I would arrange additional training - VLEs and some websites are massive chores for VI user because they are built around loads of links - often hundreds.
We've been providing our VI students with their course materials via dropbox type folders synced up to their laptop/desktop hard drives. The student can then access their materials directly from their own machine, minimising the need for them to negotiate the VLE and browser.
