I don't really understand that.  A government is obviously free to alter 
distribution of wealth however it sees fit (by manipulating taxes, benefit 
etc.), but that's a different matter - I don't really see why (in a 
'closed' system), applying a multiplier to the amount of money in 
circulation (hence the number of units of currency available for 
distribution) would affect that.

What am I missing?
