I have el capitan,
I can start this: /usr/local/fsl/bin/fslview.app
and if I drag the app into my Applications folder I can open it from there
as well...
I also have Matlab 2016a (though I don't think that could possibly matter).

Perhaps something is corrupted?
If you start the fsl gui, can you start fslview from there?
Can you start fslview from the command prompt? (You will have to specify
the path.)
