I have el capitan, I can start this: /usr/local/fsl/bin/fslview.app and if I drag the app into my Applications folder I can open it from there as well... I also have Matlab 2016a (though I don't think that could possibly matter). Perhaps something is corrupted? If you start the fsl gui, can you start fslview from there? Can you start fslview from the command prompt?
