For over a decade, the national media periodically has treated the American public to horror stories regarding the fate of important documents available only in digital form. Oft-repeated tales chronicle the loss of valuable scientific, government, and business data stored on punch cards or 8-inch floppy disks or written in computer languages long dead. At the same time, we know that the world is becoming increasingly dependent on digital information. A much-publicized study conducted at the University of California at Berkeley in 2000 estimated that 93% of the world's yearly intellectual output is produced in digital form.
