This workshop offers a multidisciplinary exploration of the roles of illicit actors of various kinds in processes of urban and regional governance and development. Recognising that definitions of the illicit vary over time, space, and cultures, there has long been strong evidence that a range of illicit actors, including, but not restricted to, those engaged in organised criminal activity, have been involved in the processes and institutions of urban and regional governance and development across a diverse, international terrain and often across international borders. The workshop is organised around a series of original, empirical case studies examining the roles that a host of illicit actors have played within many cities and regions internationally.
