You might like to look at http://www.ewdts.org/ewdts-guidelines.html.  Whilst intended for the workplace, the guidelines are also fairly widely adopted in other sectors and, in any case, could provide a useful starting point.

Does anyone know if it is possible to detect past and intermittent alcohol abuse by hair analysis? Child protection issue.
