The Vanderbilt TV News added Fox to the networks they record in 2004, but only for one hour per day.  Their new site, which is still in preview mode, makes this a bit more clear.  If you contact them directly, they can give you more information.  I am pretty sure that institutions outside of the U.S. have subscriptions, so hopefully that means they can loan videos also.

might have some of it - CNN, NBC nightly news .  There are costs involved and it is a loan.  Not sure how that would work internationally.  Don't know of anyone recording Fox.
