Nature of the consultancy: Strengthening MHub’s online engagement and social media utilization to effectively engage target audiences and disseminate information on mixed migration.

Background: Human mobility in North Africa is characterized by complex movements originating within the region, as well as in other parts of Africa and the Middle East. People moving in, to and from the region migrate for a wide variety of reasons. In recent years, upheaval in the Middle East and North Africa has seen a significant number of people on the move. Countries in the region have witnessed a rise in regional migration flows, as well as inter-regional, as the North African coastline has increasingly been used as a launching point for those seeking to travel irregularly to Europe. Arrivals of migrants and refugees to Europe by sea alone surpassed 1 million in 2015, compared with 220,000 in 2014. People travelling in, to, and from North Africa often experience severe human rights violations. There have been many cases of migrants, refugees, and asylum-seekers being subjected to extortion, forced labour, sexual exploitation and torture. People travelling through the region and onwards to Europe are often forced to travel in inhumane conditions that can result in death. In 2015, 3,770 migrants and refugees are estimated to have died in the Mediterranean Sea, surpassing the total number of migrant deaths in 2014.[1]

Amidst this humanitarian crisis, social media plays an important role. People on the move use social media to help plan their journeys, stay in touch with family and friends, and seek up to date advice from Facebook groups advising on how to stay safe and avoid dangers. At the same time, journalists and human rights advocates have harnessed the power of social media to depict the plight of those undertaking migration journeys – using Twitter, Snapchat, and Instagram to illustrate the human impact of the crisis. Social media has also been used extensively by advocates seeking to garner public support and lobby for policy change, as well as to respond to real-time needs through posts related to housing and transport requests.

A strong social media presence is critical for institutions seeking to be a part of the global conversation on migration. As a producer and disseminator of knowledge and information on mixed migration in North Africa, MHub therefore seeks to strengthen its utilization of social media and its overall online engagement. MHub works on behalf of the North Africa Mixed Migration Task Force (NAMMTF) as the public facing platform and coordinating secretariat. Mhub produces knowledge on the human rights and protection issues faced by people on the move in North Africa for use by policymakers, agencies, donors, the public and academics, with a view to informing advocacy, policy and programme development. In order to ensure the most strategic and effective utilization of its social media platforms, MHub seeks to hire a social media consultant to assess, monitor, and improve MHub’s online engagement.

Mhub is funded by the United States State Department’s Bureau of Population, Refugees and Migration (PRM) under the project “Addressing Irregular Migration Flows And Upholding Human Rights Of Migrants Along The North-Eastern African Migration Route And North Africa” (‘NOAH Phase III’) which is managed by the IOM Country Office Egypt.

Objective: The main purpose of this consultancy is to assess and strengthen MHub’s online visibility with a view to more effectively engage with policymakers, development partners and other relevant stakeholders and ensure that they have access to knowledge on mixed migration.

Management: The successful candidate will work under the direct supervision of the Mhub Research and Data Analysis Coordinator and with the support of IOM’s Regional Office for the Middle East and North Africa.

Key Deliverables:
Description of Deliverables

Phase 1: Assessment
Preparation of a short assessment report on the current visibility, usability and effectiveness of Mhub’s social media accounts and website, including recommendations for improvement. (Report template will be provided)
Timeline: Weeks 1 -2

Phase 2: Social Media monitoring
Produce a short 3-5 mapping report listing the following:
Key English and Arabic social media sites/accounts/groups that engage in the issue of mixed migration, to through and from North Africa 
Key English and Arabic social media sites/accounts/groups used by migrants, refugees and asylum seekers travelling to, through and from North Africa. (Report template will be provided) Timeline: Weeks 3 - 4

Phase 3: Planning
Development of a Social Media Strategy and a 6 month Action Plan. This includes defining targets to measure the success of the social media strategy
Timeline:Week 5

Phase 4: Improving Mhub’s impact and maximizing outreach
1- Guide implementation of priority areas of the strategy, specifically:
Preparation of a social media calendar to schedule online engagement activities for a period of three months that will be managed by MHub.
Utilize tools and software to expand the visibility and reach of MHub’s social media accounts.
Establish social media connections with relevant development partners (governments, international organizations, academia).
Ensure content linkages between MHub social media accounts and MHub website. Timeline:Weeks 6,7 & 8 
2- Conduct training for Mhub staff on management of website and social media accounts and prepare guidelines document for social media engagement
Timeline:Week 8

Education:
Advanced University degree in Social Sciences and/or Communications or related studies.

Experience:
Essential
• Relevant experience in communications, social media and web content management.
• Experience in developing and implementing social media strategies for UN agencies, NGOs and/or government institutions.
Desirable
• Familiarity with international migration matters relevant to North Africa.
