I think you will find that heating and lighting, etc. is really only provided to customers (who do have a contractual relationship) - the string is buying goods and services.

That should not necessarily be the case. The sorts of places which provide free wifi also provide other things like heating in the Winter and aircon in the Summer. Both of which are "free", make us more likely to patronise the premises, have no strings attached, and don't require us to give permission to be spammed.
