I'm writing an article on library design, covering both new buildings and major refurbs. But I also want to mention small-scale changes all kinds of libraries can make to improve their spaces which can be done with existing budgets.

I'm sure I read somewhere recently about a project collecting small-scale projects on a small budget, but can't remember where.

Does anyone have any ideas/links?
