A new paper published last week claims that metrics used by funding agencies may lead to bias against novel research (see
http://voxeu.org/article/bias-against-novelty-science). I’d be interested in your views! Especially on the way they’ve characterised ‘novel’ research:
“whether an article makes new combinations of referenced journals that have never appeared in prior literature”…
