Dear colleagues

Could anyone throw light on the use of this museum object for me please? Found in a very forgotten basement. See attached photos. It has a clamping action acting upon a circular object. Might it be to do with bottling? Seems a bit harsh for glass though. A glass-mould holder perhaps?
