Dear IBRU colleagues

Find thereafter a short note on next March 17 decision of ICJ concerning preliminary objections presented by Colombia against the two new requests filed by Nicaragua in 2013:

As you know, ICJ judgment of Nov 19, 2012, was followed 10 days after by Colombia withdrawal of the "Pacto de Bogota": a very first "premiere" in international law of a country withdrawing a treaty signed ... in its own capital (!).

During final oral pleadings last Octobre 15 on preliminary objections, the inusual presence of political authorities from Colombia and the use of only one language (instead of  both languages uses at ICJ) are part of Colombia´s strategy (in my modest view, quite peculiar).

Sincerely yours

Nicolas Boeglin
