Advice has always been that no accommodation for religious festivals such as Ramadan needs to be made during exams, and that those observing these practices are used to the conditions and can manage them well. Individuals are actually allowed to make an exception in their fasting practice if taking exams but it is their choice whether they do or don't. With this in mind special consideration is not necessary or applicable.
