noTours is, as I wrote, exclusively for sound walks. Their choice for (the more open) android was explicit because of the open source and participative philosophy of this platform.  It is a collective initiative without any commercial intention.
Advantage of noTours is that it is a very stable system with a proven history by a team that worked on it for several years.

Echoes has still some child diseases although it is a very promising platform with an open editor and free app, as well for iOs and integrating text and image/video. It is a commercial initiative but it is announced that I will stay free for use by artists. 

For sound walking noTours is my first choice because of the elaborate possibilities within the editor, the most interesting to my opinion for artistic use.

If you want both iOs and android in the free platform range then you have as well 
http://sonicmaps.org/  which allows you to create sound walks on the go. I didn't use it myself, but I heard from colleagues that it has some stability issues.
and 
http://aporee.org/ which is stable but has a very simple editor
