At the OU the turnaround time for marking assignments is 10 working days from the cut-off date, or the date of submission if the student has been granted an extension. The vast majority of our assignments are electronically submitted and marks, with the exceptions being some modules with mathematic notation which is difficult electronically and offender learners who don't have internet access.

I confess I'm not sure I understand your question. You seem to be saying that we could moderate (ie potentially change) marks after we've told students what they are?

I believe our policy is that you can release marks when the markers have finalised them but they are flagged as provisional until the board of examiners approves them, if that answers your question. But I've never (and would never) tell student marks until the internal marking team had finalised them at the very least.

However some quick qualitative feedback (no mark) where they had another relevant assignment coming up would be a good idea in my opinion -- just not any actual marks.

But I'm talking about essays here; things like lab reports or short tests might be less problematic regarding moderation of marks.
