To provide some background, this new restriction was "announced" by the Government on Saturday 6 February, and does not explicitly mention universities, which is why there has been no fuss until now: https://www.gov.uk/government/news/government-announces-new-clause-to-be-inserted-into-grant-agreements

It appears that this was not aimed at universities. However, I contacted BIS, HEFCE and RCUK for confirmation. All have been caught on the hop. RCUK are pushing for an exemption for universities.

I am planning to start a petition to force a Parliamentary debate. I need five other people to join me in starting it, and 10,000 signatures to force the debate. Please e-mail me directly if you want to join me in starting it.

Can anyone concerned about this please make contact we me ( in confidence is fine). Very worried about the impact of this, especially on research scientists directly employed by government, many of whom are already very reluctant to engage with media on topical controversies. This can only make a bad situation worse
