However, I contacted BIS, HEFCE and RCUK for confirmation. All have been caught on the hop. RCUK are pushing for an exemption for universities. I am planning to start a petition to force a Parliamentary debate. I need five other people to join me in starting it, and 10,000 signatures to force the debate.
