The EU OpenAIRE infrastructure runs a support structure for research institutions (librarians, repository managers, research managers, project coordinators and researchers) and funders to provide guidance and support regarding the Open Access policies of the European Commission as well as other as well Open Scholarship topics. The main point of reference is our European Helpdesk, through which enquires will be routed to users’ local National Open Access Desk, present in every EU country and beyond.

 

Research institutions across Europe can contact us directly via the Helpdesk to ask for information and support on:

 

·         The Horizon 2020 Open Access policy and how to comply with the policy;

·         Guidance on how to make publication and data repositories OpenAIRE compatible;

·         The Open Research Data Pilot in Horizon 2020, the scope of the pilot and data management planning;

·         The FP7 Post-Grant Open Access Pilot features, technical requirements and funding request process.

 

Regarding your specific questions, please find the answers below.

 

1. --How are multi-institution projects managed in terms of OA requirements?

 

Principal Investigators and researchers who participate in Horizon 2020 projects and will publish peer-reviewed articles must comply with the Horizon 2020 Open Access policy requirements. In a multi-institutional project, Project Coordinators (see further guidance in here) and Project Officers (see further guidance in here) should inform their researchers about the Horizon 2020 Open Access policy requirements. In addition, the Project Coordinator and the Dissemination Work Package leader should monitor if peer-reviewed articles are made available on open access according to the H2020 Open Access policy requirements. A summary of the Horizon 2020 Open Access policy requirements follows below:

 

I. deposit a machine-readable electronic copy of the published version or final peer-reviewed manuscript accepted for publication in a repository for scientific publications. This must be done as soon as possible and at the latest upon publication.

 

II. after depositing publications and, where possible, underlying data, beneficiaries must ensure open access to the deposited publication via the chosen repository by:

 

a.       Self-archiving / 'green' OA: publish in the journal of choice, deposit the final peer-reviewed manuscript in the selected repository (institutional repository, subject repository) and ensure that the article becomes open access within a maximum of six months (twelve months for publications in the social sciences and humanities);

 

b.      Open access publishing / 'gold' OA: researchers can also publish in open access or hybrid journals and the author processing charges (APCs) incurred by beneficiaries are eligible for reimbursement during the duration of the project (see article 6.2.D.3 of the Model Grant Agreement). In this case, open access to the article must be made via the chosen repository (institutional repository, subject repository) and must be ensured upon publication.

2. --The overall administration work package is usually given to one institution. The Dissemination work package is sometimes given to a different institution. I’m assuming that OA falls under Dissemination.

 

Yes, overall coordination for publications will usually fall under the dissemination work package.

 

 

3. --Does each institution upload to the local IR (decentralized mgt), and if so, where does the Dissem WP leader find the info to produce a comprehensive list publications produced by the project, and how does Admin WP know which of these have been OA archived?

4. --Does either the Admin or Dissem WP manage OA archiving centrally, if so, are the other institutions not bothered that they’re not getting the content?

 

In principle each author can deposit the publications in the repository of choice. This can be a local institutional repository or a subject/disciplinary repository. Alternatively, the project partners responsible for the administrative coordination of the project can decide to take the responsibility to deposit publications on behalf of the authors. In practice, most authors like to deposit their publications in their local repositories (and are sometimes obliged to do so by their institutions). Researchers should check that their repository is OpenAIRE compatible (by searching here) in order to ensure that their publications will automatically be ingested into the OpenAIRE data-space.  Here, this information is enriched, de-duplicated and linked to EC project information in order to enable Project Coordinators and Research Administrators to create project publication lists for the whole project with just one click (to find your project, search here).

 

This list can then be shared within the project consortium, and where there are publications missing (e.g., due to their not being heretofore deposited, their having incomplete metadata or being deposited in a non OpenAIRE compatible repository), individuals can then use our “claiming” feature to properly link papers to themselves, their projects and institutions. This information is then used by the EC to monitor levels of conformance with the H2020 Open Access mandate.

I wonder if anyone who has worked with H2020 grant recipients would be able to answer a few questions. How are multi-institution projects managed in terms of OA requirements?
