I was about to respond on behalf of this college, but Fiona’s response from JCQ sums up our stance on this.

We are a Sixth Form College and every student that has had previous arrangements is thoroughly reassessed by our learning support department and a Form 8 produced for me to then go onto the JCQ system and gain approval or not for the access arrangement.

An individual students needs can change over time, somebody that needed a reader or scribe at GCSE may have learned mechanisms which mean they no longer require such intensive support at AS/A2.  Equally, someone who only required 25% extra time at GCSE may need further arrangements on top of that when dealing with more demanding AS/A2 work.  Standard scores may change/improve as a student matures and learns to manage their SLD more naturally.

Sorry, I am a bit on a soapbox as I am always very keen to ensure all our students get what they need to perform to the best of their abilities.

This is the response I received from JCQ when I queried the evidence requirements:

As the candidates’ entering centre you have to process applications for access arrangements, where required.  To grant candidates access arrangements on the basis of the paperwork from their previous centre would constitute malpractice.

Once a candidate changes centres the approval sheet becomes null and void.

The responsibility falls to your SENCo.  He/she would need to check the Form 8s received.

Are they the original hand-signed Form 8s?

Has an appropriate picture of need demonstrating the candidate’s normal way of working been painted within Section A of Form 8?

Has Section B been completed?

Are the tests recorded within Section C of Form 8 still considered age appropriate, up to date and nationally standardised in 2015?

Has the declaration been signed and dated by the SENCo?

Has the specialist assessor signed and dated Section C of Form 8?

Does your SENCo have evidence of the specialist assessor’s qualification(s)?

If all of these checks are satisfactory, then your SENCo could re-process the Form 8s under your centre number.  The candidates are not progressing to GCE AS and/or A-level qualifications and therefore updated centre based evidence is not required.

Where does it say you have to have a copy of the previous assessor’s qualification on file?

We use previous schools evidence all the time and if this is the case it will seriously impact on our Additional Support team.

The problem is, having the details of the previous assessor’s qualifications on the form 8 is no longer enough.  We now have to have a copy of their qualifications on file for inspectors to look at.  This is what we are struggling with.

She doesn’t complete a new form 8.  Part of her check is meant to be that she has a signature and details of the previous assessor’s qualifications, which should be on the original form 8.

 

I am going by the details sent through by Lorna back in October which quoted JCQ.  That says that if the SENCO checks everything is in place they can reprocess the Form 8.  Our learners are not progressing to GCEs.  The SENCO is also meant to get the data protection notice signed.

Does your SENCO complete a new Form 8?

 

My understanding is previous centres form 8’s could not be used unless you had a copy of the specialist assessors qualifications, and an original signed copy of the form 8, for JCQ qualifications anyway. Or am I operating under a misapprehension..

Our SENCO attaches a cover sheet to the previous centre’s form 8 where she writes evidence of learners needs, how it impacts in class, what support is provided in class and what exam arrangements are needed.  She will get the report from the tutors before it is completed.  This is then signed by her and the learner.

 

That is the theory anyway.
