PALM cannot be used for a meta-analysis. However, it can used for a mega-analysis.

The way as the exchangeability blocks and variance groups would be organised depends on the design and assumptions, which would also affect the use of permutations or sign-flippings. You may need to give more details, or consult the documentation.
