They worked as a surgeon on their secondment., are denying any exposure to risk, and refusing bloods, they have no HIV bloods at all, as they state they have been EPP role since before 2007 guidance

This would depend on what this person has been doing during that time, back packing round the world, voluntary service in Africa, etc

What was his exposure.we some times have docs who travel home (outside UK and Europe ) and stay for months before returning to work.
