Health Technology Assessment is one of the better databases. It is a subscription product, but it looks like the University of York allows searching it (http://www.crd.york.ac.uk/CRDWeb//), and you can see the abstracts. The reports can be tracked down elsewhere once you have assembled a list of relevant evaluations.
