David Demeritt and I have just published a paper that might be of interest to some on the list concerning the role of private insurance in reducing/managing flood risk. It specifically looks at the case studies of GER and UK - and takes a rather pessimistic stance on the contribution insurance can make in this field - based on the fact that private disaster insurance schemes are deeply embedded and intertwined with a particular politico-economic and institutional context that prioritizes solidarity and compensation over risk reduction.
