Dear Pr. Hetherington,

 

The European Commission - Directorate-General for Justice and Consumers -  has commissioned Ernst & Young to carry out an evaluation study on the application of the Directive 79/7/EEC on the progressive implementation of the principle of equal treatment for men and women in matters of social security.

The aim of the study will be, from a legal perspective, to elaborate on how the Directive is transposed into national legislation at Member State (MS) and at pointing out which aspects within EU social security system design do not seem to respond to gender equality. This analysis should allow to evaluate how the principle of equal treatment between men and women was effectively implemented in statutory social security systems also looking at how the gender gap in those systems has evolved after the introduction of the Directive. Please find attached the formal request signed by Mr Andreas Stein (Head of Unit D.1 Equality Legislation,  Directorate-General for Justice and Consumers, European Commission) with more details on the context. Please find also enclosed the interview guidelines with the questions that we would like to ask. We would like to underline that we will select only those questions for which you feel to have relevant information to share with us since the purpose is to gather your opinion on the implementation of the principle of equal treatment.

 

The study foresees a series of interviews with various categories of stakeholders – ministries, national equality bodies, other national institutions, experts and private companies administering social security schemes covered by the Directive - to obtain in-depth information on the relevant aspects for the evaluation of the Directive. The interview will be conducted via conference call and should not take more than one hour.

 

We would be grateful if you could  respond to us indicating two suitable time slots by the two coming weeks in which we can contact you according to your agenda. Please consider that this is an opportunity to express your perspectives on the implementation of the principle of equal treatment in social security and that due to the importance of the evaluation, your contribution is more than welcome.
