It is pretty traightforward once you realise it is no longer a "protective marking" scheme as such, just a classification scheme.

So if you do mark something as "Not Protectively Marked" it is OFFICIAL. If you don't mark it at all it may be OFFICIAL and probably is unless you should have marked it as OFFICIAL - SENSITIVE or higher. 

Even if it is OFFICIAL-SENSITIVE you are only required to mark it if there is a clear and justifiable requirement. So we do not e.g. routinely mark medical records as OFFICIAL - SENSITIVE (whcih they are) as everyone handling them knows they are confidential sensitive PD.
