Perhaps we should take this offline, but the tool consumer from which you are launching WebPA does not appear to be properly handling custom parameters.  The actual parameter which should be passed in the launch message should have a prefix of "custom_", so the message parameter should be "custom_debug=true".  Your tool consumer seems to be passing a parameter of "debug=true" which is an invalid LTI launch message.
