Unless somebody who knows about the registration says explicitly ‘you’re allowed to call us despite our TPS registration', I think it’s a breach. I’m a bit confused about who’s allowed to go to the party but it has been said that I don’t get out much.

How can one person invite me to another person’s party? That’s still gatecrashing (to stretch the analogy to breaking point).

True, but the analogy isn't quite the same.

If I asked you where the party was it would be pretty unreasonable for me to an assume an invite.

However, if I said "Are you having a party?" and you said, "I'm not but you can go to this address where they are having one." that would imply an invite, no?

Similarly, if the salesman had rung up and asked for Fred's number and then contacted him that would be in breach. But, John gave the salesman Fred's number as someone to contact about widgets. Unless John was unaware what the salesman was about (which would raise a new set of issues).
