A legal system that relies on pen-on-paper evidence is a major setback
against deploying digital health information across the health sector, the
Health Records Officers Registration Board of Nigeria (HORBON) has said.
“Up till now, existing law hardly accepts electronic evidence as genuine in
passing judgment, (even) more so when records have to do with medical
history,” said Mohammed Ibrahim, registrar of HORBON.
