Faced with the data breach storm, calls are increasingly being heard for
corporations to pay greater attention to "data minimization." This
isn't exactly a new concept—the long-standing Fair Information Practice
Principles embraced the idea, as one of its pillars with notice, choice,
access, accuracy, security and accountability. It is also a concept
embedded within certain EU documents that call for data controllers to
limit the collection of personal information to that which is "adequate,
relevant, and not excessive" for collection and processing. [See
Regulation EC (No.) 45/2001].

"The problems of our economy have occurred not as an outgrowth of laissez-faire, unbridled competition.Â
They have occurred under the guidance of federal agencies, and under the umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
