Hi Daniel! Although Vienna is not Holland, cyclingwise, we may have something to offer for your mate! ;-) At VUT he may want to study either urban planning or civil engineering. Our Institute offers a load of courses on sustainable mobility, urban design with a horizon beyond. Eg. for that very topic we've got a lecture on "active mobility". It used to be "cycling in the city", but we added some walking and renamed it. Additionally there are (at least) two other universities where he may attend suitable courses. If he's willing to learn some German - most lectures/courses are in German - Vienna may be a location worth considering.
