Internal Displacement Monitoring Centre Norwegian Refugee Council Disaster-related displacement risk: measuring the risk and addressing its drivers The risk of disaster-related displacement is large and growing. According to IDMC’s report, the main drivers of displacement risk include: population growth in hazard-prone areas, rapid and unplanned urbanisation, unequal distribution of wealth, weak governance and state failure. Due to the combination of these drivers, more people are at risk of being displaced and individuals are twice as likely to be displaced than in the past. The report coincides with the 3rd UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan, where governments will adopt a global plan to reduce disaster risk and build upon the Hyogo Framework for Action (HFA) 2005-2015.
