DEFRA has just that the outputs from project SP1011 are available at:

The outputs comprise three documents: covering England, Wales and the impacts of the revised Statutory Guidance in each country. The reports review progress to the end of December 2013 and also the findings of a survey carried out in early 2014.

The project was led by Cranfield University with inputs from CL:AIRE’s Nicola Harries, Brian Bone of Bone Environmental, Naomi Earl and Steve Moreby.

Defra advise that the Environment Agency will be using the State of Contaminated Land (England) report to produce & publish their own report over the summer.
