Thanks for this Angus - this document is much needed so it is great to see
there is progress in this area. I've put some comments on the document.
Generally I would say that there is some really useful content but in its
current form I would not see it being used by researchers, more for
institutions and central support to have as a guide to help answer
questions from researchers. This is no bad thing, but I think a much
shorter version may be required as you suggest.

My main concerns are around criteria 4 and how this may overlap (or not)
with the international standards that exist. I'd be concerned that a
repository who has the DSA or ISO 16363 may not then meet all the criteria
within this document so perhaps more alignment is needed?

Another document to consider which may help to inform this section would be
the NDSA Levels of Digital Preservation which may be used as a means of
showing where different repositories are at.
