It is interesting to note that management and staff costs have only increased in
the twelve year period from £401M to £417M but councils overhead charges
more than doubled in the same period from £62M to £133M. As worrying is that the expenditure on materials
decreased from £102M to £82M.
The issue of escalating central services charges imposed by councils on library authorities and the very marked decline in materials should be
of great concern not just to the DCMS, the ACE, the SCL and the new task force but to us all.
