Thanks for raising a really important set of questions! I have just received the draft copy for the Public Sector Information Q&A from our colleagues at the National Archives, and will post to MCG once it is live. It is a work in progress, so we will be adding to it as further questions come up in the run-up to full implementation of the PSI Directive. 

Please forgive the shameless plug, but we will be touching on PSI, including a presentation on it from Carol Tullo from the National Archives, as part of our forthcoming Copyright Seminar, which takes place on the 18th February 2015 at the London Transport Museum. Carol will be speaking about "Preparing for the New Regulations on Public Sector Information Re-use", which should cover a number of areas relevant to your question.
