The only way to know if the breach has been problematic will be by its consequences. If the contents of the discs allow someone to be identified and something happens to them.

The wider problem is being sure that the material was truly lost and not "lost". The chain of custody becomes hugely problematic unless every stage is tracked and recorded. Even then, one can only reduce and never eliminate the potential for something to go "wrong" inside a step.

The officers involved with the breach investigation have my sympathy. It will not be an easy task.
